PA One Call: 2011 State Damage Prevention Program

Main Objective

The POCS will:
  1. Foster support and partnership with stakeholders
  2. Review the adequacy of internal performance measures
  3. Support a Damage Prevention Education Program for industry stakeholders
  4. Support Public Awareness and Stakeholder Education
  5. Laws and regulations of the damage prevention process
  6. Review the Effectiveness of Damage Prevention Programs

Public Abstract

ELEMENT 2 - COMPREHENSIVE STAKEHOLDER SUPPORT: Pennsylvania will strive to develop an outreach program to encourage participation of membership for those gathering line facilities starting at the well. POCS will clarify the requirements of the Pipeline Safety Act, as to how it relates to Pennsylvania Law.
ELEMENT 3 - OPERATOR INTERNAL PERFORMANCE MEASUREMENT: This outreach program will encourage memebrship participation with the One Call Center. Membership with the One Call Center will then offer those gas gathering line facility owners/operators access to the educational materials offered by Pennsylvania One Call System.
ELEMENT 4 - EFFECTIVE EMPLOYEE TRAINING: These programs and materials will be used in educating facility owner/operaters' staff on the importance of membership and the use of the One Call System.
ELEMENT 5 - PUBLIC EDUCATION: Development of an outreach program in addition to using the existing educational efforts in which POCS participates.
ELEMENT 7 - ENFORCEMENT: POCS staff and committees will tap the resource of the enforcement agency under the Act if a facility owner/operator fails to become a member of the one call center.
ELEMENT 9 - DAMAGE PREVENTION PROGRAM REVIEW: POCS will continue to maximize the safety of the general public and all users of the One Call System by minimizing damage to underground facilities, and maximize participation in the One Call System under the Act.
