New Mexico: 2011 State Damage Prevention Program

Main Objective

NMPSB will:

1. Develop and implement methods for effective communication
2. Foster support and partnership with stakeholders
3. Support a Damage prevention Education Program for industry stakeholders
4. Support Public Awareness and Stakeholder Education
5. Resolve disputes to define State authority's role and Laws and regulations of the damage prevention process
6. Foster and promote the use of Improving Technologies
7. Review the Effectiveness of Damage Prevention Programs

Public Abstract

ELEMENT 1 - EFFECTIVE COMMUNICATIONS: The proposed project will enable PSB personnel to continue conducting on-site visits of excavation occurring throughout the state to ensure compliance with the law and provide assistance if excavators or facility owners need clarification about different aspects of the law.
ELEMENT 2 - COMPREHENSIVE STAKEHOLDER SUPPORT: The proposed project will allow PSB personnel to continue to educate equipment operators, field personnel, the general public , and office/administrative personnel on the requirements of the law and on best practices.
ELEMENT 4 - EFFECTIVE EMPLOYEE TRAINING: PSB personnel have been conducting onsite "tail-gate" training and education at no charge for all parties, including contractors, underground facility owners, and local government entities involved in excavation. This project will permit PSB personnel to continue training and instruction to excavators and underground facility owners.
ELEMENT 5 - PUBLIC EDUCATION: This project will permit the PSB to continue to participate in promoting the 811 number, and encurage active participation by all stakeholders in public education for damage prevention activities.
ELEMENT 6 - DISPUTE RESOLUTION: This project will allow the PSB to continue its role as a facilitator to resolve issues arising from the State Excavation law, and/or damage to underground facilities.
ELEMENT 7 - ENFORCEMENT: This project will allow the PSB to continue its State Excavation law enforcement program, including legal assistance as needed.
ELEMENT 8 - TECHNOLOGY: This will allow us to upgrade existing electronic forms to be used for reporting instances of third party damage, track trends, and generate reports that will be used to evaluate the effectiveness of our excavation damage prevention program.
ELEMENT 9 - DAMAGE PREVENTION PROGRAM REVIEW: The data generated will be used to evaluate the effectiveness of our, training program, One call Law, excavator and facility operator compliance. The data will also be used to identify and document any needed program improvements.
